Cancer II is sometimes available in the Special Quests in exchange for 8000 tokens. The yearly subscription also rewards Cancer II when social goals are completed.
It is not possible to breed Cancer II.

Breed Information
June and July are usually the hottest months of the year, but they’re never too hot in Antarctica! A scientist on a 2009 expedition cruise went to get some extra blankets from a storage closet below deck, only to find that a colt with a glowing tattoo had stowed away. When the scientist realized that the tattoo was mysteriously hot to the touch, he quit the expedition and now studies horses. (This is the official description for Cancer I horse)
